Tonight, at a Work Session prior to the regular Bloomington City Council Meeting, the Council will be presented with, review and determine, at the suggestion of the McLean County Regional Planning Commission, a proposed project scope for the updating of our City’s Comprehensive Plan. Within that Project Scope. among several problem areas, lies the recurring Form Based Code.
CITYWATCH has been opposed to this and has been active in challenging this for the last three years. Below you will find the recent communication to the Bloomington City Council putting them, once again, on notice, to our opposition.

July 9, 2012Council Members,You will be presented in today’s Work Session a proposal addressing the Project Scope for the update of The City of Bloomington’s Comprehensive Plan that will include a visioning process.Many components of this update plan trouble me but there aretwo factors that concern me most that I would like to bring to your attention.First, the visioning process in and of itself, while both seemingly harmless and useful,is a process originated from interests and practices outside the realm of community-driven interests. Furthermore, this process is suggested as a method to facilitate the implementation of certain and specific social, economic, zoning, land use, and transportation components of larger scale agendas. As a result of this process, these projects are usually carried out without considering the fundamental best interest of our local communities and citizen needs, nor are they projects and plans driven nor initiated by community demands and/or needs.While the citizen has been suggested as a participating and critical component of the visioning process, it is not common knowledge to the citizen, and perhaps this Council, the potential impact this process possesses and the long-term consequences that could be affected by its results.May I suggest you review the link below and view the five-minute presentation describing the visioning process?Secondly, within the proposed Project Scope of the update plan lies the troubling and recurring Downtown Bloomington Plan and the associated Form Based Code.Both of these projects, in their entirety for the most part, have been opposed and rejected by the citizens that would be directly and immediately affected, and even by the citizens as whole of our community.This has been discussed over the previous three years repeatedly. And, repeatedly I have been told by a majority of this Council, as you have shared with others, that you oppose any Form Based Code zoning plans, components, etc.I have also had discussions with several of this Council regarding my conviction and position that the Downtown Plan inherently facilitates the Form Based Code zoning criteria, and some of this Council has differed in opinion with me on that fact. However, I believe my position is validated with the inclusion of this component within the Project Scope.In this regard and with full consideration of these factors brought to your attention, I would respectfully request that you carefully assess the matter and I would ask that as representatives elected to serve the best interests of the citizens of our community, that you oppose these measures as part of the Project Scope when ask to cast your vote.I am available for discussion on the matter, my position, or any questions, etc, you may have.Thank you very much.____________
