Legislation remains on second reading – will need another vote in House before proceeding to Senate.
HB 1155 Amendments briefly described:
Amendment 1 – Names Madigan’s bill “The Family and Personal Protection Act” Passed 101 yes – 15 no
Amendment 2 – Firearms banned in all level schools. Passed 68 to 38 with 6 Present (Sponsored by Kelly Cassidy)
Amendment 3 – Firearms banned in child care facilities, any property or buildings associated with the child care facility. Guns may be in child care providing homes, but must be kept unloaded and in a locked container. Passed – 71 to 43. (sponsored by Kelly Burke)
Amendment 4 – Firearms banned in any government building associated with state legislature, statewide offices, local township and municipal board meetings, police stations or court houses. Passed – 66 to 41 with 7 present. (sponsored by Barbara Flynn Currie)
Amendment 5 – Firearms banned from any facility associated with gaming, including casinos or any facility that has been issued a license for gaming from the Illinois Gaming Board. (IR Note: Restaurants serving liquor are qualified to host video poker machines, thus a gaming license.)
Amendment 6 – Firearms banned from any hospital or mental health facility. Passed 64 to 46 (Sponsor Naomi Jakkobsson)
Amendment 7 – Firearms banned in any library – and surrounding property, parking lots (the same with previous locations) Passed 66 to 43 (Sponsor Lou Lang)
Amendment 8 – Firearms banned in any arena, stadium, collegiate or professional sporting event as well as surrounding properties and parking lots) Passed 58 to 47 (Sponsored by Sarah Feigenholtz)
Amendment 9 – Firearms banned in or near amusement parks. Passed 56 to 46 (Sponsor Kelly Cassidy)
Amendment 10 – Firearms banned in or around universities and community colleges, also on university-owned streets or in vehicles owned by the univerisites. Lost 50 yes to 56 no (Sponsor Naomi Jakobbsson)
With all the extra amendments, not much left.
We still haven’t seen the actual bill! Many of the amendments lost. Madigan is still going to try and make sure nobody can carry.
