As reported, I filed a complaint against Peterson based on the Code of Ethics listed on the International City Managers Assoc website.

I heard nothing from them for months.  When I did email them, I got a terse response  that I would be notified when a ruling was issued.

Still hearing nothing from them, I emailed them again a few weeks ago.

When any official doesn’t want his words in writing – they say to call:

I’d be happy to discuss the process with you over the phone if you wish.

I did call and was told a decision had been reached, sorry for not telling me, but they can’t tell me the ruling because I’m not a member of the International City Managers Association.

There is more than one way to get information, so I sent a Freedom of Information Act request to Normal for correspondence between Peterson and the ICMA.

Below is what I was looking for, the ICMA code of ethics is meaningless.  Where did Bloomfield come from?  They reviewed my complaint in February, but this letter wasn’t written until July?

You need to know what you are paying for Normal.  ICMA has a big conference coming up in September.  You will be paying for people to attend, taxpayer paid vacations to North Carolina are part of the job.
