CAMP stands for Commissioner Assistance & Mentoring Program.
The full name of the Payee is National Alliance of Preservation Commissions..
It looks like Normal and Bloomington went together to get a one day speaker on Historic Preservation. It also looks like the bankrupt State of Illinois will reimburse Normal for this expense. Normal just had to pay for whatever the venue was, food, staff time, etc.

I swear to God, these people seem to need a trainer and seminars for EVERYTHING – CAMP should be SCAM. I respect people with knowledge, I don’t respect people whose egos and greed are so huge that they charge people exorbitant sums of money in order for them to impart this information – if people/towns/companies would stop paying these full of themselves people, they would disappear, or at least lower their rates.
