It does appear to be a memorial as requested in the obituary of the lady who died.  She wasn’t local and I haven’t found any connection to Normal.

Since the documents say this expense will be reimbursed by MICA, I filed one last FOIA.  It was paid back to Normal:

 

 

The dates work, but why Normal wrote a check and was then reimbursed by Municipal Cooperative Insurance Company (MICA) is still a mystery.  It appears they are a liability insurance company.
