The charges don’t look the same either!
This family had a water leak and found out the $1.25 leak protection insurance didn’t cover their leak.

It looks like the insurance won’t cover anything unless the leak is so bad it doubles your usage.
Online version of the bill
There are two parts to the insurance for water leaks. $1.05 is automatic and covers leaks related to the connection at the water main. An additional, optional add-on coverage @$12/month is for leaks running from the sidewalk to the house as well as interior leaks. Property owners are responsible for the repair of water lines on their property.
The $1.05 was sold as covering inside leaks. Nobody mentioned it doesn’t cover anything unless your bill is at least twice as high.

Leak Coverage covers excess water & sewer bills caused by a leak on the customer’s side of the
meter according to the utility’s leak adjustment guidelines.
All enhanced customer coverage offerings are a customer decision to add a la carte if they so choose.

WATER LINE COVERAGE
Water Line Coverage is offered by the Utility as a customer service. This protects a customer by
providing repair and replacement coverage in the event of a water line break from the property
line to the foundation.
This service is only applied when a customer makes a decision to add a la carte if they so choose.

The keywords are “a la carte,” the $12/month add-on fee for enhanced customer coverage. Also, the condition includes, “twice the amount calucalted over a 12 month period.”
Not sure how Renner’s bill was calculated. You would need the usage chart as shown above.
WHO (in their right mind) would go away for an EXTENDED period of time and leave the water on anyway!
