What happens when non-citizens are called for Jury Duty?

The first question is why are non-citizens contacted?  The law says only citizens can serve on a jury.  The lists of potential jurors should only contain only citizens.  It doesn’t because I know McLean County does get forms returned to them marked non-citizen.  I spoke to a person in the Jury Commission office and was told (after he laughed at my question) they could get a couple returned a week.

Where do the names come from?  It isn’t just voter lists.  The law below is in (705 ILCS 310/2) from Ch 78, par 25:

The law for over 3,000,000 people replaces “registered voters” with “legal voters”, which of course should mean the same thing but this is Illinois.  That law is in the same code section section.

I was told by the person I spoke with in the Jury Commission office the forms are marked as to where the name originated – V for Voter list and D for Drivers License.

So, if a jury summons is returned marked non-citizen and the name came from the Voter List obviously a non-citizens are registered to vote or they lied.  Both are a crime.  If the form is marked D that means the Secretary of State’s office does not keep licenses issued to non-citizens and citizens separate.  How do we know they weren’t automatically registered to vote if DMV isn’t keeping them seperate?

I called the Secretary of State’s office last Monday and asked that question.  The press relations guy didn’t know if the jury pool list was separate, he planned to check with legal and get back to me.  I’m still waiting for that call.  That office has been busy playing CYA since it was revealed 4,700 16 year olds were automatically registered to vote in addition to the non-citizens revealed earlier.

Obviously a problem exists somewhere when the McLean County Jury Commission gets summons returned marked non-citizen.  Somebody should be investigating why, but nobody is.  I tried.

I was denied the ability to look at those forms by William Scanlon, the Trial Court Administrator.

I am 100% sure they are not taking forms marked V for voter to either election commission so that person can be removed from the voter roles.  Even if the form is marked D for Drivers License that form should be checked against voter roles since the Automatic Voter Registration has been proven to register non-citizens.

This story is from 2014 but the facts of what is happening in Illinois are very similar.

An election integrity watchdog group is suing the state of Maryland, alleging that it has discovered massive and ongoing fraudulent voting by non-U.S. citizens in one county. But because of the way that the non-citizens are able to cast votes in elections, the fraud is likely happening in every single county and subdivision across the state. The group believes that the illegal voting has been happening for years.

The group, Virginia Voters Alliance, says that it compared how voters in Frederick County filled out jury duty statements compared with their voting records. The group’s investigation found that thousands of people in Frederick County who stated that they are not U.S. citizens on jury duty forms went on to cast votes in elections. Either they failed to tell the truth when they were summoned for jury duty, or they cast illegal votes. Both are crimes. The same group previously found that about 40,000 people are registered to vote in both Virginia and Maryland.


Illinois and McLean County are blocking not only me from investigating election integrity, they are blocking anyone who wants fair elections.  Illinois Conservative Union (ICU) with Judicial Watch have issued a 90 demand letter to the State Board of Elections for access to the voter roles.  The 90 days expires in mid-February.

Voting is a right granted only to citizens.  Elections in Illinois can not be trusted when all of the recent errors prove problems exist and watchdogs are not allowed to investigate.  Jesse White needs to resign and Automatic Voter Registration suspended indefinitely.

  1. The joke is on all of us. Illegals have been voting, serving as election judges, canvassing and actively participating in the local electoral process around here for years. I confronted an election judge at the Government Center I suspected was a non-citizen. She wouldn’t answer any of my questions and the rest of the judges at the table acted like I was invisible. I complained after I voted and several times after. Of course, nothing was done.

  2. Also, ANYONE over 70 can EXCUSE themselves from jury duty, because of their age. Without any questions!

      1. I was on a Grand Jury with a gentleman over the age of 70 — he SHOULD have been excused!!! He could not follow any of the testimony and poor hearing didn’t allow him to understand most of the conversations the other jurors were having about the cases. It was a very bad experience — of course the prosecutors loved him because his belief was that they were always 100% right and moral.

  3. None of this is going to matter going forward. The Republican Senate just opened the flood gates on election interference. Now that Trump has free reign to solicit help from anyone he chooses, I fully expect a trickledown to local elections.
