Update: Guess where Town of Normal employees DON’T live!

The FOIA was only for employees that don’t live in Normal. I will be filing a new one.

By: Diane Benjamin

This information was received by FOIA – from a citizen of Normal.

This is the Executive Staff, 3 were given exemptions, they are required to live in Normal:

Employees have to live within a certain radius. Think these people care how high taxes are in Normal? I don’t see a single one that lives where they work!

  1. Looks like people fleeing Normal like those that are fleeing Illinois. Do any city employees live in Normal? I guess their actions don’t affect them so they can do what they want without any impact on their own lives.

  2. From the town’s employment policy found on their HR page.

    “Residency Policy
Regular full time employees of the Town shall reside within the corporate limits of the Town of Normal, the City of Bloomington, McLean County or within a Twenty (20) mile radius of the intersection of Main and College Avenue. Department Heads and key professionals designated by Personnel Code shall reside within the corporate limits of the Town. The City Manager, in writing for good cause, may grant exemptions from the foregoing residency requirements. New employees residing outside of the corporate limits will be granted a reasonable period of time to move within the Town limits.”

  3. From the municipal code. Do any of the positions defined in the code not live in normal?

SEC. 18.1-10 RESIDENCE REQUIREMENTS. Full-time employees of the Town shall reside within the corporate limits of the Town of Normal, the City of Bloomington, the County of McLean, or within a twenty (20) mile radius of the intersection of Main and College Avenue.
The City Manager, the Deputy City Manager, the Assistant City Manager, the Police Chief, the Fire Chief, the Director of Public Works, the Corporation Counsel, the Director of Water, the Parks and Recreation Director, and Finance Director, shall reside within the corporate limits of the Town of Normal. The City Manager in writing for good cause may grant exemptions from the foregoing residency requirements.“

  4. The rules are there are no rules for the connected in BN. If you know the right people and run in the right circles the little world here is your oyster. That is all. Long live the Elitist Clique.

  5. It sickens me when I hear the council must rubber stamp what the “professional staff” want. They have no skin in the game. Now I see why they are so free to waste our tax money and raise fees and taxes on us. They are not impacted by their frivolous spending and they still get their annual raises, cost of living adjustments, and pensions that we pay for.

I actually respect the staff who don’t live in Normal. They are smart enough to realize it costs less to live elsewhere and just drive to Normal for a paycheck. It says a lot when the majority of the staff won’t even live in Normal.

  6. I don’t have the time right now to look up every single zip code (and we do not have exact street adresses), but even a cursory glance of them seems like most (with the exception of a couple) are within 20 miles of downtown Normal.
