The Town of Normal doesn’t have just 1 or 2 Tax Increment Finance districts, it has 4 – all started since Chris Koos became mayor. The original intent of TIF districts was to encourage developers in blighted areas. According to one of my sources, TIF districts are now used more to provide cities money to payoff developers. Some of the property exchanges in the Uptown project appear to be questionable, but I have to wait for information from yet another Freedom of Information Act request.
Normal has been sued based on these allegations, this one involves the old Normal Theater property:

The 4 TIF districts are:
Downtown Redevelopment
Main/I-55
Main/Osage
One Normal Place
