Agencies of government in Illinois are required to file reports with the Comptroller’s office. Below is a screen shot of the 2014 report for the Allin Fire Protection District showing debt. The District’s fiscal year runs from 6/1/13 through 5/31/14. The report below shows $90,000 in new debt during fiscal year 2014. The minutes from 11/13/2013 show a loan approved for $30,000 11-13-2013 minutes
This loan statement from Morton Community Bank shows a loan of $145,150.60 on 1/31/2014 for an ambulance Loan 1-31-2014
Both loans fall within the 2014 Fiscal Year. That’s a total of $175,151 in new debt.
Now look at what was reported to the Comptroller’s Office: $90,000.
The Comptroller’s office requires the filing of these reports. Citizens can view the data without filing Freedom of Information requests.
Shouldn’t the reports filed be accurate?
The person listed as responsible for filing the form is Scott Eidenmiller. Michael Owen is also listed as a responsible party. The question now is: Was incorrect new debt reported because of incompetence or intent to deceive?
Next question: Who is going to be held accountable?
