Why is Illinois so corrupt? Because laws are for citizens not government. Laws for all levels of government are clearly spelled out in the Illinois Constitution. Government thinks they are immaterial. Laws only matter if the elected officials and public servants hired by government enforce them. They see no reason to comply, burying the truth is easier.
A whistle-blower ratted out the City of Bloomington concerning a City employee(s) who floated loans by writing checks that were not cashed immediately. City Manager David Hales claims it’s all fixed, nothing to see here.
It’s YOUR money Bloomington, but you have been told nothing. Are those involved still employed at the City of Bloomington? Why did DAVID HALES not have procedures in place to prevent misuse of taxpayer funds? What else isn’t Hales doing to protect your hard-earned tax dollars?
Does anybody feel like the City of Bloomington is ruling – not governing? Are you a serf who doesn’t deserve answers? Are Hales and Renner acting like public servants, or people with something to hide?
From the Illinois Constitution- Article VIII:
SECTION 1. GENERAL PROVISIONS (a) Public funds, property or credit shall be used only for public purposes.
Violating the constitution, specifically that section on public funds is ALWAYS prosecuted as Official Misconduct. That is where the felony comes in.

(720 ILCS 5/33-3) (from Ch. 38, par. 33-3) commits misconduct when, in his official capacity or capacity as a special government agent, he commits any of the following acts: (a) Intentionally or recklessly fails to perform any mandatory duty as required by law; or |

(b) Knowingly performs an act which he knows he is forbidden by law to perform; or
|
|
(c) With intent to obtain a personal advantage for forbidden by law to perform; or |
|
(d) Solicits or knowingly accepts for the performance of any act a fee or reward which he knows is not authorized by law.

|
A public officer or employee or special government agent convicted of violating any provision of this Section forfeits his office or employment or position as a special government agent. In addition, he commits a Class 3 felony. |
Citizens can:
- Do nothing and laugh at another instance of government being government
- Demand changes to the Illinois Constitution so theft by government employees is not a crime.
- Demand answers and accountability from your elected officials
- Demand David Hales be fired, and when the Council refuses, vote out his supporters next year.

File a Criminal Complaint with the County Sheriff! They MUST investigate and provide a report to the States Attorney.
Supposedly local police and states attorney were involved. Checks cleared so no story.
