  1. Why should city of Normal bother asking residents. Normal may pretend to ask residents but the final decision will be king Koos and his royal court. If Koos wants this and enough persuasion$$$$ come under the table it will be a done deal. The will of the people is NOT how things work in Normal!

  2. Enforcement of the covenants can be an issue for the residents and not sure how this subdivision’s HOA is structured. Residents might need to sue, but here’s a legal opinion…Typically the developer (land owner) maintains voting control over the HOA until the development is completed and sold out. Because the developer has voting control, the developer does have the right to make changes to covenants. One of the negatives of being residents in an incomplete subdivision.
