Three years ago a lawyer, Samantha Walley, tendered her resignation as the City Manager of Leroy. At the time she was in a kerfuffle with the Leroy Police Chief. She was and is married to a Bloomington Police Detective named Steve Moreland. Walley had previously worked in the States Attorney’s office.
Walley and her husband were under investigation by the State Police because Moreland looked up cases for his wife. Sound familiar? The same reason given for Ty Carlton getting fired. Since FOI requests from Bloomington are delayed as long as possible, I can’t fill in more blanks yet.
Was Moreland fired? No, he was demoted from detective to patrol officer. Walley resigned to keep from getting fired. She now works an associate attorney for Meyer Capel P.C. according to her LinkedIn profile.

Note: 2023 still isn’t posted. Since W-2 forms are required to be handed out by January 31st the data is available just not posted.
I picked to compare those listed as Patrol Officers in 2019 and 2022.
2019 showed 105 patrol officers. 2022 showed 103.
What’s disturbing is 36 names of the 105 in 2019 don’t appear on the 2022 list.
Did some retire? Possibly, but I never would have looked if I hadn’t been told the department is like a revolving door of officers. Patrol Officer is the lowest level, higher levels are also listed. I would expect them to be the ones retiring. Keep in mind taxpayers foot the bill for training new officers.

Wokeness. Lots of it. For months, the COB police Facebook page was all about the “community engagement officer”. It was nothing but pictures of this officer and all his kissing baby and shaking hands. Also, the Chief is former ISP. He sends all of his problems to ISP to be investigated and they do a partial investigation and send it to the prosecutor who then says no. Part of the problem includes Tim Gleason. Is he running the department? It won’t matter who we put on council until we force Gleason out. Safe-T Act is a problem. Heard morale is horrible…worse than it was in 2020 when George Floyd died. Is leadership conducting interviews with no body cams on? We all want to know.
I learned the hard way that governments at all levels are corrupt. Too much temptation for most to resist where power and money are easily accessible. BN has had an eliistist system in place for a long time. Why do you think the same people and families are on every board of directors or have a contact or go to person on every council? It’s the same in LeRoy, Hayworth, etc. and no different in small town Indiana where at least they don’t tax you to death. Some people are just immoral and devious and there is nothing you or I can do about it. Just remember, they all eventually die.
I have one question about the 36 patrol officers who were on the 2019 report but not the 2022 report. Were they off the payroll completely in 2022 or just no longer appearing as patrol officers? The reason I ask is that I would expect that some of the 105 patrol officers in 2019 would be promoted to higher levels in the 3 year period.
