As inflation eats your prosperity government is of course obliged to contribute to your demise. Their costs go up too. The only difference is all they have to is raise your taxes and fees to compensate. Try that with your boss.
BNWRD is the Bloomington-Normal Water Reclamation District. At the April 8th meeting they will pass this since nobody from the public ever attends their meetings:

Something else interesting is employees get Cost of Living raise and a salary increase. Just like you, right?

They are taking a play from Governor Pritzker’s playbook =
Just pass AUTOMATIC water increases every year!
(Pritzker did this with our gas taxes and our minimum wage…. probably other taxes as well!!!)
This way the Bloomington Council won’t have to hear any feedback from the citizens! Because they will not talk about it.
They can said – it was passed in the past and so these are the rate increases. So enjoy it!

Pay your water bill or else we are going to add late fees, shut off fees, lien fees, fees on top of the fees!! We are here to make your expensive water bill, insanely expensive!!!

FYI, BNWRD is a separate taxing body just like the school districts and library.
BNWRD is funded through property taxes and water bill.
