Would stand to reason. Normal has started to enforce 100 foot restriction from intersection for panhandling. That will push the panhandlers into Bloomington.
Panhandling is free speech per the US Supreme Court. Maybe it is time to break out the gopro and tempt Normal PD to step on their pee pees again. And then follow up with a 1983 suit and see if their qualified immunity holds up.
Another sneaky way to get riders. Lol, give ’em all free passes to ride around all the time. FIll dem busses up for appearances.

The small tent city is still up behind the AutoZone on South 51 by the tracks and the creek. Across from Monicals. Weeds/grass are hiding it nicely now. Less than 2 blocks from a daycare!
1. Free CT bus passes are distributed.
2. Bloomington, as the County Seat, is the location of public services.
