I’m using Bloomington’s numbers they sent to the Controller’s office:
Population:
2023: 78,864
2024: 78,587
2025: 78,680
Number of Employees
2023:
Full time: 665
Part time: 542
2024:
Fill time: 687
Part time: 569
2025:
Full time: 678
Part time: 1,111
Salary Paid to All Employees:
2023: $58,611,055
2024: $64,984,595
2025: $72,513,306
This note is included in Explanations:
The city is a home-rule municipality and, as such, does not have a debt limit.
Looks like the only thing growing in Bloomington is government.

When their Leftist Progressive Marxist Democrat friends/voters move here from Chicago, and other blue states, they give them a job in local government.
Any idea why part time workers doubled in one year? Was there some pet project that needed only part time? That’s a really confusing number without an explanation.
Bloomington wants to be the entertainment capital of central Illinois. Coliseum and BCPA have ramped that up
I did an AI analysis on the total hours – given 40 hours/week full time and 20 hrs/week part time.
Total hours
2023 – 2,026,680
2024 – 2,103,160
2025 – 2,647,040 (budgeted?)
Where are the extra 620,360 hours used?
Total population decreased. (undocumented counted?)
Cost per citizen (man, woman, child)
2023 – $743
2024 – $826
2025 – $921
The cost would have been much increased if the city hadn’t used so many part time workers who don’t receive the benefits of full time workers.
They hired temporary workers too
