I contacted the Assessor’s office to find out who the assessor is for PIN #21-06-278-031. They told me the guy listed below. I sent him another email on 12/17/2025.

At the end of that story I stated I was going to ask the Bloomington Township Assessor about the value he assigned to PIN #21-06-278-031. It was sold to BNWRD for WAY over the assessed value which means everyone else’s taxes were higher because the property owner didn’t pay property taxes on anywhere near the actual value.

This was his response:

The property is in Bloomington Township. Glenn Milton is the Township Assessor. It is his job to assess properties fairly.
I responded to his email, of course no further response.
I still have no response from Chris Spanos, Bloomington corporate attorney, on the other property records say the City of Bloomington own but BNWRD bought from Carl Thomas.

Pass the buck and give a huge legal and nonsense run around…Central Illinois and McLean County governance way..sad to say.

City of Bloomington Township is not the same as Bloomington Township. Two separate entities.
County record says the property is in Bloomington Township. He’s listed as Bloomington Township Assessor
