Unpaid County fines & Bloomington Liquor License

By: Diane Benjamin

This item is one Monday’s Bloomington City Council agenda:

Bloomington must be desperate for new businesses! Right fit?

See that part about payment in full to McLean County? This is a screen shot of Aaron Francis’ record:

See all those *Cs? They are there because the County sent all the past due fines to collections. Evidently a collections agency who is good at collecting since the unpaid fines go back 10 years. It does not appear any late fees or interest has been added.

How much does Francis owe?

$22,105.11

Crimes listed include DUI, violating an Order or Protection, Manufacturing/Delivery/Possession of cannabis twice, driving on an expired license for more than 1 year, and numerous traffic offenses.

At least he’s on probation for 18 months. Instead of a 30 day suspension he should get permanent suspension. From his record, he’s a slow learning

He’s only paying the fine to get a liquor license. A little birdie told me he also applied in Peoria and was denied.

I wonder if the County still has to pay a percentage to the collection agency who didn’t collect a dime?

I wonder how many other people aren’t paying and face no consequences?

  1. How long did the owners of the Front and Center block not pay their taxes and how many different tax IDs did they have for their properties here in town?

  2. Where are our do-nothing bureaucrats? Aside from the obvious that Mr. Francis should be locked up; likely the mouth breathing City Council has already been told how to respond.

  3. He tried to get the license in his business partners name. But since his name was in the check, it was denied. He says the mayor has it out for him. I personally know the mayor of Peoria, she did the right thing.

  4. Maybe a friend of a friend gave the Board a glowing convincingly worded recommendation about his willingness to help the community, want to build a thriving city, aid in bringing in much needed tax revenue, but that he has sworn against his previous transgressions and promised to reform his long history of negligent and rowdy practices.

Regarding the unpaid fees, it’s the Counties prerogative to not seek compensation from those individuals as they see fit. Whether through formal vote, administrative procedure/lack of process (oversight negligence), or simply refusing to enforce County, city and State codes, laws, regulations, ordinances, and policies. Granting some citizens are “more equal”, then others and receive extra “equal” benefits and treatment. Period. It’s a fact and you can’t prove me wrong

  5. Pop up chicken Aaron Leander Francis provides food service at Country in the building they just remodeled. Between this guy and the communications guy on the Unit 5 school board, Country does not seem to care one bit about the Integrity of the people they employ or hire to do business with. Perhaps someone should inform Country about Aaron.
