In Illinois, Child Care Needs a Translator

By: Diane Benjamin

Since the local INCCRRA office told me they can’t release information, even though the data request form is on their website, I sent a FOIA to IDHS (Illinois Department of Human Services) for the same information.

That office extended my request an additional 5 days because they had to obtain the data from the local office. Previous story: https://blnnews.com/2026/02/03/remember-inccrra-child-care-is-unaffordable/

I received a ton of information, but start here. This previous story showed INCCRRA spent over $17 million in one year on consultants. (Your tax dollars) https://blnnews.com/2026/01/16/the-local-ngos-tax-return-inccrra/

Below is a small part of that $17 million. Just so you know some of the players:

-Cicely Fleming is the State Director for Regional and Community Systems: https://www.birthtofiveil.com/updates/state-director

-Straker Translations is a Certified Translation Service: https://www.strakertranslations.com/

Why did INCCRRA need a Translation Service? I think I answered that question in this story: https://blnnews.com/2026/01/22/you-are-paying-child-care-costs-for-illegal-aliens/

Brochures were printed in languages other than English.

Do you know what an international service fee is? International service charges are fees that banks levy for transactions involving foreign currencies or overseas financial institutions. https://cambridgecurrencies.com/international-service-charge-bank-statement/

Another why.

  1. “Never paid in to it”? You actually never paid in to it either.
You clearly don’t know how Medicaid works. It’s funded by the Federal Government and distributed to states according to their programs. Many elderly are on Medicaid in nursing homes.

Children from poor families get medical care and treatment. Poor families also get medical treatment with Medicaid. There is no “paying into it.” The family goes through strict screening procedures to determine whether they can receive Medicaid.

According to the Supreme Court illegal immigrants are owed a public education. Plyler v. Doe (1982) “States cannot deny children a free public education based on their immigration status”

Oh many illegals immigrants pay taxes and even income taxes.
That you want to deny child care to families is deplorable.

      1. I paid taxes since I was 14 years old. Over 60 years. Don’t tell me I didn’t pay into it. Don’t be ignorant….. TAXPAYERS are the governments source of income…..people on welfare don’t pay their share, they take more than the give. Medicaid is wrlfare.
