The superintendent of District 87 schools in Bloomington has been named a Superintendent of Distinction by the Illinois Association of School Administrators.
Enrollment is dropping while Mouser increased taxes. He’s on a spending spree with new projects including pre-school.
Test scores are DISMALL! https://www.illinoisreportcard.com/district.aspx?source=trends&Districtid=17064087025
Then there is this gem: https://blnnews.com/2026/03/19/district-87-to-students-being-american-doesnt-matter/
Dr Mouser got the award because he’s doing exactly what Illinois School Administrators want done.
Another story:
This quote sounds like DEI policies repackaged: Under Mouser’s leadership, District 87 has focused on raising expectations for students and staff through the district’s ongoing “Level Up” initiative, in which schools emphasize consistency and a unified approach to success.

He is a carbon copy of Pritzker!
….In more ways than one.
Is this an ozempic joke?
Don’t forget this gem! Mouser allegedly breaks the law to convince voters to raise your sales tax.

Number 1, turn of WJBC when he on there BSing.
Has he made an offer on the State Farm Corp. building to move the district office there and rip up the landscaping to put in a employee drop off zone in front?
One has to wonder what was spent on the Oakland Ave. building just to put in a bus drop off zone when it could have been done in the rear of the building where the parking lot exists and the employee entrance was at. More wasteful spending by the district!
I’m surprised there weren’t some violations over looked to do that. I mean really riping up the sidewalk and laying in a paved roadway that close to Oakland Ave. was allowed?
What gives here City of Bloomington?
“Test scores are DISMALL!”
Exactly the reason why the billionaire Jeff Yass supports school vouchers to eliminate public schools for better education. The teacher’s union dislike him and anyone tied to public schools as well.
Exactly what is needed to get public schools off of property taxes and off the backs of property owners.
Just drive by the old State Farm building on Oakland the district had a sign made and put by the road, guess what the sign said “your pennies at work”.
This is how stupid the district 87 officials believe the residents of Bloomington are. They just spent millions of dollars just on the outside of the building when everything could have stayed the same it served State Farm just fine from the rear of the building for years.
But Mouser and company treat your tax dollars like most government officials it’s free money.
Wait till the corporate State Farm office gets torn down that $3 million real estate tax goes away from the farm and guess who gets to pick up the tab?
And Mouser will get another award.
As I have said before when my personal situation changes I look forward to getting out of this city and state!
Also consider the 5 Essentials survey done by the state. Bloomington schools (especially the Junior and High schools) are not good. Student and Teacher safety rankings are “weak”.

Academics are bad, survey rankings are weak –
I’m curious about what he did to get this award. Tow the state’s equity line?
District 87 Bloomington is NOT on the list of bad schools that have racially disproportionate levels of discipline. They do not have to make a plan to discipline more white or less black students unlike U5.
Unit 5’s 5S survey of teacher and student safety (how safe do you feel in school?) is much better than 87.
