The buzz about the Bloomington City employee(s) who wrote checks and took cash from the City till is this: YOU weren’t suppose to know about it.
It appears somebody spilled the beans on the City to WJBC. Not sure why WJBC, seems a strange place to rat.
The real questions are:
- Did the whistle-blower try the Pantagraph first and they refused to print anything?
- Any employee(s) fired?
- Does David Hales have any idea how to protect your tax dollars? (not the first incident with cash)
- When is David Hales getting fired?
- Where can taxpayers send a thank-you card to the public servant who told the truth?
last I heard that’s called theft of city funds,isn’t it? why hasnt someone been arrested?
Citizens might imply the City isn’t watching their tax dollars! The citizens would be right, but the City isn’t going to showcase their ineptness.
The employees were allowed to do it by whomever was counted the daily receipts and monitoring the cash. That person must have thought it no big deal, as long as the checks didn’t bounce. Since the city, via tax dollars, was supplying the paychecks, there wouldn’t be a problem. I assume the checks were written only until the next payday. If the checks were indefinite IOUs, that’s another matter.
There may be a LOT more to this story!
It is a freakin FELONY! Violation of the Illinois Constitution, Article VIII, Section 1, Paragraph a. Throw them all in jail.

for public purposes.” is how the section reads.
