It’s very difficult to figure out what some of the payments on the 2015 Treasurer’s Report are for. I’m sure something got missed or I didn’t get something quite right, but this is close. Look at the new Outside Legal total as well as Consultants (that’s where we probably missed some).

Almost $1.1million for outside legal. Mr. Hales would you please explain how this is helping to save money for the citizens of Bloomington that provide you with a paycheck?
Worse yet is the $1.9 P-card spending.
I came across this while researching something else. It explains why the City has to subsidize the bus service to the extent it does.

Okay that was mean. I wonder who they were spending money on for that expense.
It looks like 33% lawyers, 33% consultants, 33% other.
Those that do pay are charged $1.00 with free transfers. They claim 2.5 million RIDES (NOT riders) per year for the Metro area. If my math is right, that equals about 8,500 rides per day–about 5% of the population. The majority of rides must be during “rush-hour” or by students on Thursday, Friday and Saturday nights from ISU to the Downtown Bloomington bars.
I looked into their claims several years ago – looks like I didn’t write about it. A LOT of the riders were out to Heartland.

What in heaven’s name do the 654 employees do? Well, we know Hales does nothing but spend money. But the others? Why is there a payment service outsourced? They can’t write their own freakin’ checks??
I know they outsource receivables because work comp is too expensive in Illinois. Don’t know about checks.
What would it take to get rid of the Bloomington Election Commission and merge it with the County? Referendum? Total waste and duplication of expenses.
Not sure, but somehow it didn’t make the Budget Task Force.
