Bloomington Police Sergeant Fired!

All of this information was received by FOIA.

A formal investigation by the State Police was launched last August. Why Carlton was fired is detailed in this document:

What this document doesn’t say is how the police found out. The multi-page documents below has many details. Carlton and his wife knew two people suspected of theft. Carlton used his position to access information about the case, interfere in the investigation, and transmit information to them. The police found text messages between Carlton and the suspects when they were arrested and their cell phones seized.

Another heavily redacted document has even more details. The theft being investigated involved drugs, specifically fentanyl:

Carlton was referred to as Ty in the department, not Timmothy.

I believe he was placed on administrative leave September 1st. He later tried to claim a disability – PTSD resulting from this action. Since he was fired that must have claim failed.

Carlton was close to retirement. It appears he threw away collecting a pension.

  2. I beg you to please do more research. The problem is BPD hid evidence, used evidence outside of a search warrant, and never used evidence given on behalf of Sergeant Carlton. There is SOOOOOO much more to this story and you only have 1/2. This is poor reporting. Talk to the Carlton side before you print BS.

    1. it’s funny because he actually did this to me personally I never turned him in though looks like i should’ve, he’s getting what he deserves. So what he was a police officer or a sergeant, it doesn’t make what he does any better. Maybe you should be more careful about to people you hangout with.

  3. I wish this story wasn’t printed. Ty Carlton and his wife are good people with big hearts, and I don’t believe his termination should be celebrated. He may have overstepped his bounds in this situation, but I don’t believe his years of dedication and tireless service to the Police Department should have been discarded.

      1. More to come on that Deb Benjamin…. More to come. You don’t know me from Adam but there IS more to this story. Until it’s out, it’s truly sad to see a local reporter only print 1/2 the story. If you look closely at your information, no information or evidence submitted by Carlton is in the FOIA. It’s because it was omitted. There is more information that wasn’t shared… Find someone who knows him well and you will get the truth. Find a cop willing to talk, and you will hear about what the moral is like at BPD right now.
        Oh wait, BPD is putting out “cease and desist” orders on officers. FOIA that. A cease and desist order was sent out in the last 2 weeks..One got a legal document that they aren’t allowed to talk about Ty or they will be fired. Another has 10 pending internal charges for bull crap they think was said about Ty and they are bullying this officer by investigating him (when NOTHING was said!!), and others are too afraid to stand up for their brother cause they will be targeted next.
        FOIA the latest work survey on how happy the officers are…. Then you may start to get to the bottom of the workings of BPD.

  4. This is clearly not the entire story, nor do you have the correct facts. There is definitely some manipulation of the truth occurring here by the front office. Information has been cherry picked, taken out of context, and out of the correct timeline to target this Sergeant, all because he didn’t entirely go along with the agenda of the Chief and assistant Chiefs. Ty Carlton is someone that has the trust of his fellow officers, sergeants and team.

    Call it jealousy, ego, pride, or power driven leadership; the front office doesn’t like those that have more respect of the Bloomington Police Officers then they do. The City of Bloomington clearly has the wrong self serving leadership in place and should look to evaluate who they have entrusted to run the department.

  5. Extremely interesting story and comments. Was wondering what kind of medical office uses a sauna and quartz lights? And moved & renamed the business?

    1. As a former client/patient, it was an IV Hydration business owned by 2 nurses with a local surgeon named as its medical director. The sauna and crystals were sold by a business across the hall. The owner of that business was also the office manager at the surgeon’s office. The IV hydration business did not have any narcotics at it. It was purely saline bags, and liquid vitamins, b12 shots, lipo shots, etc. The stolen controlled substances would have been at the surgeon’s office.
      With the drama, the partnership between the surgeon and the hydration business dissolved. The nurses were forced to find a new medical director and re-name thier IV hydration business.
      I don’t know, but if I were wrongly accused of stealing narcotics, I would want someone on the inside to help me navigate through the system and ease my nerves somewhat.

  6. Carleton is not a bad person or a dirty police officer. There are clearly missing parts to this story but Carleton is not the bad guy in this.

  7. In this thread, a bunch of BPD rank and file using anonymous accounts to circle the wagons.

    He doesn’t lose his pension unless he gets convicted of certain crimes. He hasn’t even been charged yet. Bet they don’t. Not even sure he should. But he 100% earned that firing. He knew what he did was wrong and he even tried to cover his tracks by changing the reports and lying about what information he showed people

      1. He has to wait until he’s 50 (next year sometime.) But he’s got 20 years+, he’s teir 1. He’ll get his full benefits. Can’t gilt the lily or anything, but he’ll be fine. Barring a charge.

      2. If this Sgt. has honorable motives, I hope he gets his pension and benefits for his service to the community. I will defend him and his family until the evidence proves that I shouldn’t. Otherwise he is an innocent man.

        But, I want to see and understand the entire situation, timeline logically showing the entire case, intent on his part, what motive he has (those accusing him/the business owners/others), factually verified exactly what occurred. Which usually, only takes place in a courtroom, (hopefully) unless the judge and prosecutors use legal maneuvering to prevent a fair defense (if someone wants to keep the curtains closed to hide something or someone).

        But, if it is PROVEN, otherwise. The trust that has been broken, the OATH shattered, the brothers and sisters he disrespected, that are lost to him in addition to his mental anguish are enough for me.

        I Pray for the best. But have realistic expectations.

  8. Maybe the Asst Chief is still mad that his emails got a FOIA. You know the ones about traffic stops and too many of one race being pulled over. Gotta get that number down men!! I will bet money there are no charges. BPD should have waited to see if the special prosecutor was going to move forward. Where did this come from? Guessing the thieves. I mean Illinois loves to comfort and cuddle the criminals. I hope he retains his full pension. Many think our chief is so great. He is a political leader that presents a front of public safety. He is at the mercy of Gleason. Bloomington is doomed until Gleason is removed.

  9. Why did the tipster decide to give you this information on Officer Carlton? Was it because he cared about the public’s safety or to smear Officer Carlton’s reputation even more? Police shortage is a serious problem in our country. Articles such as this definitely do not help resolve it. Was any of this information checked out? Just because it is reported by a tipster does not mean all the facts were given. So sad Officer Carlton’s not given the chance to defend himself. Stand strong Office Carlton. Thank you for your service. I support our officers.

I do not know what you all that are calling him a good guy read but Sergeant Carlton was fired for providing information to suspects involved in multiple felony theft cases which involved fentanyl. Text messages were found between him and the suspects. You better believe there was an investigation done and I am sure that included pulling phone records. The discovery of text messages between him and the suspects raises serious questions about his conduct and integrity as a law enforcement officer. Almost nothing is ANONYMOUS, cell phone calls, text messages, cell phone locations and even IP addresses used to make posts online are traceable. . People complain about police being corrupt but when they investigate and terminate one for misconduct you have a problem with that. People want drugs off of the street but don’t believe that someone sworn to uphold the law should be terminated for assisting suspects involved in a drug theft. Perhaps you will put funds on the “good guys” account if he is convicted of Obstruction of Justice which is a felon. If Sergeant Carlton is indeed convicted of obstruction of justice or any other felony, it would serve as a stark reminder that attempting to assist criminals can have serious consequences, potentially leading to one’s own downfall.

    1. This BPD report reads as if these were convicted criminals that Sgt Carlton harbored for months and would have been found guilty had it not been for Sgt Carlton’s alleged misdeeds. It reads as if every redacted text message was between Sgt Carlton and the suspects. Absolutely false.

      What is funny is that if you knew who the suspected criminals are, you will find in McLean County Public Access, that there is only ONE case against them and that is the felony charge at the end of July for theft of money from a business that they were affiliated with, and had a joint account with. And that one is ongoing. They never were charged or arrested for any of the other incidents they were accused of. And one case that was mentioned, they weren’t even listed as suspects. This BPD report does not tell you that! These suspects were being accused of misdeeds of others that they were in business with. Sgt Carlton trying to facilitate proof of their innocence and direct them to the best detective on the force to help them, is not a crime.

        1. Eventually all The truth will be revealed. You have to report these tough stories. It motivates the good people to reveal the truth.

        2. A (Call to Action) for submitting FOIA’s / gathering information, by all of us would be a great way to get things moving.

          Another is, In person FOIA’s with a large group. Literally, Sitting in the lobby and filling out FOIA requests with a large group of concerned citizens, tends to make “people” especially bureaucrats, and those seeking darkness, nervous.

    2. You’re putting both a lot of pre-judgement and assuming pre-conviction on both “charged” parties. Assumptions of both are false. Always assume innocence as per natural law and our own Justice system as is established per the dictates, traditions, and of the Constitution two-hundred and forty-eight years of court precedent, that the defendant, “is to be assumed innocent until PROVEN guilty by a COURT of LAW”, not opinion!

      So, if the original defendants are found innocent of the original charge or no crime was committed by the defendant, everything else following is moot, per case law, Supreme Court opinion, and Gods Law, “ Nulla Poena Sine Culpa”.

  11. I’m curious to know the exact time frame for conversations between him and all supervisors that approved any and or all communication between him and the alleged business owners being investigated “investigation”.

    From what Incan piece together, this seems like this Sgt. was acting without any malice and with the intent to both figure out the truth, educate his friends about the investigation (apparently approved by supervisors) whether officially or otherwise. Then, something changed. Either a DA got involved and invented this theory about the “Sgt” and a conspiracy or someone at the department in administration (already full of leaches) saw an opportunity to cut and run.

    Now, the “Blue-Line brotherhood and Union” are all either scared to talk truth due to their (pensions) or have been gagged with official NDA’s.

    This happens in the military when cowards in command positions don’t stand up for their men and women over both criminals with government connections or other politically connected individuals that “have different information on someone”. Someone’s probably losing a drug/money/hooker connection and they were told to protect them or that “criminals will talk. So the Sgt is the one sacrificed, because he knows too said too much or learned too much while investigating an “infusion” business. Like investigating a massage parlor full of illegal aliens from Bangladesh that open 24 hrs but only takes clients by appt only. “Three Monkeys!” Don’t grab any client lists or it may have a name that will get you fired or Hillaried.

    Guaranteed there’s more to this…but other than speculating, who’s to say.

    Informants and FOIA’s or asking the Mayor, Chief for some answers which would be a miracle of some truth for once is probably not going to happen with these two.

    Hopefully, someone that has integrity, honor and values their Oath to the Constitution is still on the Department, and will inform the public.
