The agenda for the May 5, 2025 meeting still isn’t posted on their website. The minutes for this meeting were approved at the May 19, 2025 meeting. Those aren’t posted on the website yet either.
On May 8th I filed a Request for Review with the Illinois Attorney General’s office. Yesterday I received a determination letter from the Public Access Bureau of that office.
First, this determination was received in RECORD time. Second, municipalities that don’t comply with the Open Meetings Act are not subject to any penalties in State Law for violating it.
Note I filed 3 days after the meeting, I gave them time to actually post the agenda. Since they failed and have still failed to post it, I filed. What else was on that agenda we still don’t know about?
According to the determination letter, the City of Leroy told them the agenda was posted in a public location 48 hours before the meeting on paper. They did admit failing to post it on the website.
According to Illinois law posting it at a visible location is all that is required. Citizens who wanted to know the agenda had to go to City Hall to see it when they should have been able to access it from the website.
Even though the AG’s office did not require Leroy to re-vote the two issues that look like tax increases, they did last Monday:

I heard the Council was not told why they were voting again on the same ordinances. The compliant Council didn’t ask questions.
