This spending happened because the City website is not ADA compliant. The Department of Justice is requiring all cities with a population of more than 50,000 to be compliant by April 2026.
How long has the City of Bloomington been looking at making their website compliant? I have no idea.
I hope they didn’t just figure out a month ago the deadline is approaching so they rushed this spending!

Did ICMA let their members know? (International City/County Management Association) They sent a tool yesterday to run a scan of websites to see if they are compliant, hence this story.
Did the Illinois Municipal League let their members know? Bloomington pays they to keep information them about legislation in Illinois, was this included?
Bloomington has lobbyists too. What did they tell Bloomington?
The deadline to comply is April 24, 2026. Bloomington passed this March 23, 2026. I seriously doubt if these changes will be up and running by the deadline.
There are penalties for non-compliance but Bloomington will probably be able will wiggle out of them by showing they are attempting to comply.
So, just like Bloomington did virtually nothing to update waterpipes and sewer systems until they were critical, they waited until the last minute to comply with ADA. Remember, the Coliseum is only ADA compliant because of a lawsuit that costs taxpayers $1 million for an elevator on the outside of the building. City leaders had to know when they built it is wasn’t ADA compliant.
How about no new projects until everything that’s been ignored for years or decades gets funded and fixed?
Too late, spending downtown is more important.

Maybe they found out about the ADA deadline while on February’s lobbying trip (taxpayer funded ?) for Brady to Washington DC for the to meet with … Our local Illinois elected federal officials… Who have offices in Bloomington or on Springfield…
But boy, aren’t those fancy signs in downtown Bloomington purdy?
Curious to see who gets paid or is part of this. If they do a “lift and shift” like list orgs are doing in BN it’s gonna be a mess and data abuses galore.
History repeats itself. The testing and platforms used are not ever i.olemented right or maintained right or properly. Bugs and complaints and tickets are not EVER handled right or read or handled right either and closed to make service levels look i.orsssive and easy $$ and metrics made.
Disgusting data handle/share/store, architecture and CRM model.
Minimal.Visble Product and these projects are a joke at citizen and taxpayer expense. No matter how they BRAND it!! Or how they make ROI (return investment) consultant/salespeople look$$$$
High risk subject that was never addressed. Insurance has become a mishandled billing farce.
