The “Stairway to Heaven”

The chart below is a page out of a CScope social studies book in Texas. According to the chart the highest form economic attainment that can be made by a society is Communism.

What seems to be missing here is what Karl Marx stated in the “Communist Manifesto.” A country can’t be established under Communism. A country first must be collapsed and resurrected as a Communist state. So essentially the stairs in this chart must represent the steps taken to collapse a society on its way to Communism. If that’s the case shouldn’t the stairs be going downward?
