Let’s review history.  This country was founded on one principle:  man can govern himself.

The founder’s purposely took power away from the Federal government and gave it to the states.  The states were to be a laboratory where different forms of government could be explored, good results would be shared with other states and bad results could be a lesson others wouldn’t copy.

Instead of Bloomington looking at what works, they are using the ICMA (INTERNATIONAL City Managers Association) method of governing.  See page 6 of Hales report.

ICMA assesses a local government’s performance management program and encourages analysis of results by comparing to peers and gauging performance over time. Performance management aids in cost reduction, program prioritization, and quality improvement. It also encourages accountability and transparency.

  • Where is the cost reduction?
  • How many additional Admin staff have been added in recent years for all the performance analysis?
  • Numerous taxes have already been raised, and they are going to want more.  How’s ICMA working for you?
  • ICMA promotes homogenous government – everybody does the same things (best practices).  Is Bloomington the same as other cities across the country OR across the WORLD?  Do you want to be?

ICMA identifies leading practices to address the needs of local governments and professionals serving communities globally – providing services, research, publications, data and information, peer and results-oriented assistance, and training and professional development to thousands of city, town, and county leaders and other individuals and organizations throughout the world.

ICMA is telling local governments across the world how their organizations should be run.  Bloomington has won an award from ICMA four years in a row.  Are things better in Bloomington or worse?  Is employee morale better or worse?  Wonder why Bloomington hires consultants for almost everything, and wonder where they come from?  ICMA recommendations.

ICMA’s Center for Performance Analytics is dedicated to helping local governments use performance information to better the lives of the people they serve.

After 4 years of winning awards, is life in Bloomington better?

  1. According to the report, there is going to be another TIF analysis study…how much will that cost? The MCRPC got Bloomington’s “share” for all the service the Commission provides for Bloomington, like requiring more studies.

  2. I clicked on this link found in Hales’ June report concerning ICMA. Check out the cost of the computer program to produce his reports. I’m sure there are dues for this association too–not to mention all the staff time to accumulate the data for processing. This must be part of the $5M Misc. expenses in the proposed FY 2017 budget.

  3. Sounds cult-ish to me. Reading your remark about Bloomington winning an “award” 4 years in a row makes me think about Scientology and their fake-ass levels, certificates and awards. Not to mention anyone under the influence will deafen themselves to logic, reason and outsiders’ expressions of views that don’t “fit” within their paradigm.
