Population numbers added

Below are the numbers the Town of Normal reported to the State. A couple things to note:
- Pre-Koos, Normal citizens were in almost no debt
- Yes, some numbers look suspicious – but these are what Normal reported to the Illinois Comptrollers Office
- Chris Koos became Mayor in 2003
- Normal has plans for even more debt
What was the cause of the dip in employment numbers in 2001?
I think it is a mistake, it can’t be accurate. I just reported what they reported however.
This metric should be compared against levels of population on an annual basis.

Done, Bloomington too
Normal has a lot of part-time employees compared to Bloomington which should lower the pension commitment. So, the debt must be from redevelopment of Uptown?!?
