Did the Springfield City Council violate civil rights?

Keep in mind the Springfield City Council is the same one that planned to not put Public Comments on video. They changed their mind when opinion turned against them. https://blnnews.com/2024/10/18/surprised-our-state-capital-is-censoring-citizens/

On October 29th the Springfield City Council told Rosanne Pulido she had to cover her T-Shirt. She was not allowed to speak during public comment until she put on a jacket.

Stopping the meeting until she covered the shirt called attention to it. It could have gone unnoticed if they hadn’t.

The Council accused her of campaigning by wearing it. Her public comment did not pertain to the election. Pulido asked the City where in the code it states clothing for Public Comment is regulated. She has not received a response. Is the Council going to regulate the crowd behind the podium next since they are on camera?

Did the Springfield City Council violate her civil rights? Is free speech not allowed in our State Capital? Does the elected council have a sever case of TDS? Are laws just made up on the fly?

Elections for council are April 1st there too. I hope citizens actually vote and pick better representatives.
