A list of political committees with unpaid fines was released by the State Board of Elections. The people on this list are barred from being on future ballots.

From SBE:

10 ILCS 5/9-30.  Ballot forfeiture.  The State Board of Elections shall not certify the name of any person who has not paid a civil penalty imposed against his or her political committee under this Article to appear upon any ballot for any office in any election if the penalty is unpaid by the date required for certification.

The State Board of Elections shall generate a list of all candidates whose political committees have not paid any civil penalty assessed against them under this Article.  Such list shall be transmitted to any election authority whose duty it is to place the name of any such candidate on the ballot.  The election authority shall not place upon the ballot the name of any candidate appearing on this list for any office in any election while the penalty is unpaid, unless the candidate has requested a hearing and the Board has not disposed of the matter by the date of certification.

An election authority is barred from placing on the ballot the name of any candidate whose political committee has an unpaid civil penalty owed to the State Board of Elections.

Therefore, any candidate whose candidate committee has an outstanding assessment as of the date the ballot is certified, and where such assessment has not been stayed as a first violation, shall not be certified to the ballot for the 2025 Consolidated Primary Election or Consolidated Election. Attached is a list of candidates that owe civil penalties to the State Board of Elections. This list includes both active committees and committees that have filed a Final Report.  In regards to those committees that have filed a Final Report, the fine remains due and owing until a period of two (2) years has passed, provided the committee remains dissolved during such period without forming a successor committee [SBE Rules and Regulations 100.110(b)]. However, fines for violation of Board orders do not expire, nor do fines against committees that are administratively terminated by the State Board of Elections.

All candidates and committees on this list are being sent letters informing them of their ballot forfeiture status. This list will be updated as necessary and subsequent lists will be also be transmitted to you via e-mail.  A final list for the Consolidated Primary Election will be transmitted by 3:00 P.M. on December 18, the day prior to your statutory date of certification. Another final list for the Consolidated Election will be transmitted by 3:00pm on January 22, the day prior to the statutory date of certification.
