Chris Collins said he invited people to sleep on land he owned in a Bloomington neighborhood so they wouldn’t get arrested. However well-intentioned, the plan resulted in friction between the neighborhood, Collins, and eventually city government after resulting ordinance violations went unaddressed.
Nearly a year after a group of homeless people lived briefly on a vacant lot in West Bloomington, the man who allowed them to camp on his property appeared in court Thursday after failing to pay more than $7,000 in code violations to the City of Bloomington.
Once again the public is persecuted for code violations while aldermen
and the City Manager aren’t.
My question is: Were area residents told why this property owner wants to rezone and what he plans to do with the property?
If they were only told what’s in the City documentation they have no idea what could be happening to their neighborhood.
Does this guy have the money to build anything? Does he have money to manage a shelter? Does he have any plans that don’t involve tax dollars?
If you know people in who live in this area, let them know when this meeting is. Why are meetings at 4:00? So nobody shows up because they are at work?

Why is it at the library? So there won’t be a live stream?

The packet names Center for Human Services as the entity requesting the zoning change.
CHS solicits federal & state funding for social services. I would guess they will also apply for the mental health funding from local sales tax.
