Illinois’ ruling class hides information by letting non-governmental organizations (NGOs) administer the programs they create. The state shovels your money to them—and the trail ends there. Connecting the dots is required.
Illinois really wants to replace the population that has left with people here illegally. They have spent BILLIONS of tax dollars doing it. The latest I’ve found is child care.

It shows the money thrown at an organization called INCCRRA, which is located in Towanda Plaza, dramatically increased in 2020. What happened in 2020? Open borders.
INCCRRA is the organization (located in Towanda Plaza) in charge of a LOT of spending under various names. Don’t try to talk to them without an appointment, the doors are locked.

All 3 are administered through the INCCRRA office in Towanda Plaza. They aren’t the only 3. Websites are available in English or Spanish.

It defaults to Normal because I wanted to look at a small number of providers, most are home daycares. 24 licensed providers are listed. 7 of the 24 listed show the provider is licensed for a higher number than the State website says they are. The Illinois Cares for Kids website doesn’t have any daycares listed with lower numbers than licensed, only higher. Illinois Cares For Kids allows for 27 more kids than licensed. Is that incompetence or a plan? Remember, this is just in Normal. The “no way to know” question is: are the families of 27 kids getting daycare at taxpayer expense when the providers aren’t licensed for the higher number?

Do I have to be a U.S. resident/citizen to apply?
No, you do not need to have U.S. citizenship to apply and receive Child Care Assistance in Illinois.
Applying for or receiving Child Care Assistance will not affect immigration status. Your child does not need citizenship to get benefits.
On the application, you will be asked about the citizenship status of your children enrolled in child care. This is to figure out the correct funding and is not considered for CCAP eligibility.

We need a listing of the owners, licensed/unlicensed that receive state or federal funding for all Childcare facilities in McLean County, B/N.
Once we have their license number it’s easier to determine ownership, how many they are licensed for, find out state and federal funding aid received, where the owners live (if local or absentia), view the property for actual use, following regulations, etc., find out How many children are licensed versus square footage, etc.

• Indoor Space (2 Years and Older): A minimum of 35 square feet of usable activity area per child is required.
◦ Note: This does not include corridors, kitchens, bathrooms, or storage areas.
• Indoor Space (Infants/Toddlers):
◦ Infants (play and sleep together or separate): Minimum of 25 square feet of play space plus 30 square feet of sleeping space per child.
◦ Toddlers (in same room, stacked cots):35 square feet per child.
◦ Toddlers (in same room, cribs): 55 square feet per child.
• Maximum Group Size & Ratios (Staff:Child):
◦ Infants (6 weeks–14 months): 1:4 (Max 12).
◦ Toddlers (15–23 months): 1:5 (Max 15).
◦ Two years: 1:8 (Max 16).
◦ Three years: 1:10 (Max 20).
◦ Four years: 1:10 (Max 20).

• Napping: One cot or crib is required per child for programs operating 5+ hours. There must be at least 2 feet between cots/cribs.
• Toilet Facilities: For group day care homes, one toilet for every 10 persons (including staff and children).
