I remember staff saying Parks and Rec had special equipment just for snow removal on the trail that can’t be used on the roads.
Trust is earned, does the Town of Normal earn yours?
That special equipment must be missing, taken at 12:15 pm today:

Hmmm. I wonder if they realized the trail should not be a priority until all roadways all taken care of. The trail should be a fourth or fifth in line priority. I mean, anything is possible.

maybe the cross country skiing contingency complained about the plowing last year…….

I’m glad they finally changed the plowing priority, but without last year’s public embarrassment nothing would have changed.
