The families of murder victims deserve justice. The families of Jennifer Lockmiller and Carol Rofstad deserve justice and haven’t received it.
Has the DNA from Jennifer Lockmiller been uploaded to CODIS? Is any DNA available from the Carol Rofstad case?
If you don’t know what CODIS is? https://www.fbi.gov/how-we-can-help-you/dna-fingerprint-act-of-2005-expungement-policy/codis-and-ndis-fact-sheet
If CODIS doesn’t have a match, genetic genealogy is solving old cases: https://www.sciencenews.org/article/genetic-genealogy-forensics-top-science-stories-2018-yir
That story is 7 years old. Is justice too expensive for the Town of Normal spending $40+ million on a pedestrian underpass?
Murderers have been walking free for decades.
Does Normal care? Does ISU care?

There’s no excuse for theses cases to remain unsolved and closed. A lot has happened since Carol’s case had new eyes on it. Listen to Carol’s Last Christmas Podcast. If I read the Paragraph article correctly, NPD has closed Jennifer Lockmiller’s case so there will be no pursuit of the real murderer. It’s truly pathetic and a disgrace!
I think the locals should get Steve Vogel on the case. He is the local journalism sleuth extraordinaire. Just ask him.
Unfortunately, NPD won’t go after the other man in the Lockmiller murder and the suspect for Carol’s case is dead. Neither case is going anywhere. They are done. All that could be done was to expose the mishandling of both cases.
