The lady who talked Bloomington and Normal into passing the same Ethics Ordinance mentioned the County has previously passed it. Since the County “Search” doesn’t work well, I couldn’t find when they passed it. I think it was in 2025.
No one is going to hold Beirne accountable. Local politicians are never prosecuted which is why they are becoming more brazen. The Ethic Ordinance has no teeth, elected officials are supposed to self-regulate. How’s that working?

Bloomington/Normal Code of Ethics vs Corey Beirne-Scott’s behavior
All members of the council shall:
1. Handle civic affairs with a deep sense of responsibility, upholding the spirit as well as the letter of the law and the Constitution.
Corey Beirne shut down a constituent’s line of questioning on his official District 10 County Board Facebook page, blocking public participation on a government forum. That’s a misuse of office and a violation of constitutional rights. The Code calls for respect for both the spirit and the letter of the law; Corey ignored both.
2. Faithfully perform all duties as council members by studying municipal issues and by attending all sessions of the council and assigned committees, unless prevented from so doing by a compelling reason.
Corey used his official platform for personal attacks and partisan commentary instead of civic engagement. That’s neglect of duty and a breach of professional conduct.
3 Avoid participation in any personal action which would result in a conflict of interest with municipal responsibility.
Corey publicly attacked a Bloomington City Council member –Sheila Montney– while failing to disclose that one of them — Abby Scott — is his wife. Concealing that relationship creates a direct conflict of interest and violates the transparency clause. As a County Board member he also inserted himself into the Bloomington City council’s governmental affairs.
4. Refrain from obtaining improper personal benefit with regard to public funds, equipment, property, or the services of employees.
Corey used his official County Board page to advance personal political messaging and attack other officials. Using a government communication channel for personal or partisan purposes is an improper use of public resources.
5. Respect the confidentiality of privileged information.
No evidence of breach, but his pattern of public hostility raises questions about his judgment and discretion.
6. Refrain from accepting gifts, favors, or promises of future benefit, which could tend to impair independence of judgment or action as a council member.
Corey’s partisan hostility and personal bias clearly impair independent judgment, violating the Code’s expectation of impartiality.
7. Treat all colleagues, associates, constituents, employees, other public officials with respect.
Corey’s own words — “Oh shut up” and “MAGA chunderheads” — were posted from his official County Board account. That language is hostile, demeaning, and unprofessional. It violates the respect clause outright.
The Council shall self regulate adherence to the Code.
Corey’s repeated violations demonstrate a failure to self regulate ethical behavior.

Yeah, you might not like it, but whatever. Trump has really lowered the bar for what is acceptable behavior from the political class. He’s not acting any worse than Trump 🤷.
And for the record, Im on the left and really don’t like Beirne. I find him obnoxious. And honestly, you can complain about some of those issues, and you might have a point, but people dont care because in relation to the things we see at a national level it pales in comparison.
