Before and after the great flood – Constitution trail in Bloomington. The rocks were apparently meant to beautify a water retention/control area.

Not far from the above, still on Constitution Trail:

The Black Eyed Susans were planted before the flood and not watered after evidently. I could have supplied tons of them for much less! Note: price tag not removed:

  1. The new policy to end SLBB is in place to be phased in during union contract negotiations. There are 11 union contracts which expire on various dates. The new contract for the Water Department was negotiated on May 1, 2020. Under the new policy, union employees are offered 6 months to submit a resignation in order to qualify for the previous SLBB practice. It appears Mr. Peterson chose to retire within 6 months of the new contract resulting in the accelerated payment. The new policy places accumulated sick leave in a HSA after the retirement date. Accrued vacation is also payed out after retirement ending the need for accelerated payments.
