The local NGO’s tax return – INCCRRA

More to this story: https://blnnews.com/2026/01/15/is-there-fraud-in-illinois-child-care-spending/

INCCRRA stands for Illinois Network of Child Care Resource and Referral Agencies.

INCCRRA tax return for the year ending 6/30/2024: https://projects.propublica.org/nonprofits/organizations/364096312/202530429349300303/full

The revenue on this tax return isn’t close to what OpenTheBooks shows they received in calendar year 2024. A tax return for the other NGO, Excelerate Illinois, wasn’t found. The address on their website is the same as INCCRRA even though they aren’t located at the same location. See the bottom: https://www.excelerateillinois.com/

  1. Their executives make more money than the secretary of state, the attorney general, and the governor. This is sadly the case for every city and county “CEO” , the school superintendent, etc. Race to the top of salaries…

      1. Would be curious to have a list of what is being investigated and done.publically. Sounds like a good step. Not sarcastic- taxpayers don’t see that other than be targeted and ridiculed when specific questions are presented. (And never any clear or firm answers generally in McLean County)

This is exactly why the work and research this venue (BLN News) presents is so valuable to many in Central Illinois and state.
