Normal taxpayers are on the hook for expenses the TIF didn’t generate enough revenue to pay.
Now Normal wants a new Uptown TIF and claims to have developers interested. The WGLT story did an adequate job recapping the past failed projects and explaining TIFs. Unit 5 won’t care about lost property taxes when they have residents to make pay. See that in the story.
Worse:
The Town of Normal has not submitted TIF reports from the year that ended 3/31/2025. Failure to submit reports should mean no new TIFs. It doesn’t.

TIF reports haven’t even been submitted to the Comptroller for review. The Town hasn’t requested an extension either. Of course there are no consequences.
